Deloitte is seeking a Project Manager of Strategy & Transformation to support defense and government clients with analysis of manufacturing systems, supplier networks, capacity constraints, and industrial ecosystem health. As a Manager of Strategy on the Industrial Base Policy team, you will be responsible for…
- Identifying, analyzing, and using data on the defense industrial base to increase visibility and support strategic decision-making
- Analyzing market trends and industrial base capacity to inform assessments and investments that build long-term industrial base resilience
- Supporting efforts to strengthen strategic and critical materials supply chains and associated policies
- Reviewing policies, oversight mechanisms, and authorities to identify ways to incentivize and improve supplier base performance
- Producing analyses, reports, and briefings for government officials and senior leaders on supply chain risks, opportunities, and industrial base conditions

The team
Our team supports high-impact defense and government missions through data-driven analysis of industrial base capacity, supply chains, and market dynamics. Professionals in this practice help clients evaluate manufacturing ecosystems, identify constraints and investment opportunities, and translate technical findings into actionable recommendations for senior decision-makers. The work is fast-paced, mission-focused, and closely aligned to strategic priorities across the defense industrial landscape.
Qualifications
Required:
- Bachelor’s degree with 10+ years of experience; or Master’s degree with 8+ years of experience
- Active Secret security clearance required
- 5+ years of experience analyzing manufacturing systems, supplier networks, capacity constraints, or industrial ecosystem health
- 5+ years of experience briefing technical findings to non-technical stakeholders, producing written products to government officials, and supporting analysis and reporting for senior leadership within the United States government and Congress
- 5+ years of experience in defense industrial analysis, investment development and coordination, and market and sector research and forecasting
- Defense industrial analysis, investment development and coordination, and market research and forecasting
- Ability to work on-site in Alexandria, Virginia up to 5 days per week
- Ability to travel 25%, on average, based on the work you do and the clients and industries/sectors you serve.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
Preferred:
- 5+ years of experience in government contracting or within a program executive office
- Experience in industrial engineering, smart manufacturing, Industry 4.0, Internet of Things, model-based systems engineering, or digital twin
- Experience identifying risks and mitigation actions for contract execution
- Master’s degree in law, social science, or business; Contracting Officer training; or acquisition certification
