Work You’ll Do
The Knowledge Manager, under the Mission Support Branch, supports the Center for Excellence in Disaster Management & Humanitarian Assistance (CFE-DM) by revitalizing and administering an enterprise knowledge management (KM) program that improves how information is created, organized, shared, and maintained using collaborative technologies. The role serves as a primary interface with the client to assess current-state gaps, recommend a practical KM strategy, and recommend a practical KM strategy, and support the implementation of government-approved platform and process improvements that increase usability, performance, and adoption of CFE-DM’s internal and public-facing knowledge environments.
Key Responsibilities
Knowledge Management Process Administration
• Draft and recommend a KM strategy aligned to CFE-DM strategic goals and support its execution upon government approval. Recommend information-sharing objectives for unclassified collaboration with external partners (e.g., NGOs, international organizations, partner militaries, civilians) and advise on technical solutions to enable those objectives.
• Attend and contribute to USINDOPACOM KM forums/meetings to align practices and remain current on enterprise expectations.
Content Oversight and Curation
• Support website administration for CFE-DM’s public-facing website: process user permissions requests as directed by the government lead, train users, maintain documentation, and implement government-approved information architecture.
• Manage and publish web content; support site re-organization/redesign efforts and expansion of multimedia content (e.g., videos/interviews).
• Produce and distribute a monthly Web Presence Measures of Performance report and recommendations to improve performance, usability, and adoption.
Legal and Compliance Monitoring
• Track and manage renewals for website-related services (e.g., CMS licensing, SSL certificates, domain registrations).
• Support compliance-aligned web operations by coordinating with hosting/security stakeholders as needed (e.g., resolving access constraints related to DoW firewalls/hosting requirements).
Analytics, Reporting, and Trend Analysis
• Monitor and assess performance of CFE-DM’s internal SharePoint site collection/sub-sites and public website; identify trends, issues, and improvement opportunities.
• Troubleshoot website issues (including error codes), recommend and implement corrective actions to maintain site reliability.
Cross-Functional Collaboration
• Partner with graphic design and development resources to implement user interfaces, graphics, applications, and features that meet CFE-DM business requirements across SharePoint and web environments.
• Support Public Affairs with monitoring and posting to social media accounts (e.g., Facebook, X/Twitter) as required.
Platform and Technology Management
• Provide project management support and system administration for implementation and sustainment of the Learning Management Suite to enable virtual course delivery and enhance on-site training.
• Perform learning management administration (e.g., course/session setup, permissions, user training, information architecture, basic troubleshooting).
• Provide technical analysis and recommendations on SharePoint governance and development; monitor site health and manage access controls.
• Research and support transition to a modern content management system (CMS), including exploration of hosting in Azure Government Cloud.
• Design, develop, test, and maintain web applications as directed by the government lead to support mission needs.

Qualifications
Required:
• Bachelor’s degree in Computer Science, Software Engineering, Information Technology, or related field
• Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
• Active Secret security clearance required
• 10+ years of knowledge management experience, including strategy development and program execution
• Experience administering learning management and web conferencing capabilities (e.g., Learning Management System, Collaborate web conferencing, Genius SIS or similar).
• Strong SharePoint experience (including SharePoint Designer); ability to manage permissions, information architecture, and site performance.
• Web and application development knowledge, including Java, JavaScript, HTML, SCSS/CSS, ASP.NET, and relational databases (e.g., SQL Server).
• Experience with Azure Government Cloud or comparable secure cloud environments.
• Ability to travel 10%, on average, based on the work you do and the clients and industries/sectors you serve
Preferred:
• Full-stack development experience (front-end and back-end), including Python and/or C.
• Familiarity with Angular, MVC, Git, Bootstrap, and third-party command-line tools.
• Experience with requirements gathering and applying common web/application design patterns.
• Experience in a government IT environment and familiarity with information assurance requirements (e.g., STIGs and ICD 503).
• Ability to create/maintain database designs for data storage and processing.
The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $102,750 to $171,250.
