Position Summary

Deloitte is seeking an experienced architecture leader to support large-scale public sector transformation efforts as an Associate Vice President, Engineering Delivery Management. In this role, you will help shape the enterprise architecture strategy for the client ecosystem, guiding modernization efforts that align technology investments with long-term business objectives. You will work across technical and functional stakeholders to drive scalable, secure, and interoperable solutions in a complex delivery environment. This role is well suited for a leader who brings deep enterprise architecture experience, cloud strategy knowledge, and a strong background in large, integrated systems.

Work you'll do

As an Associate Vice President, Engineering Delivery Management on the Government & Public Services Engineering as a Service team, you will be responsible for:

  • Defining and governing enterprise architecture strategy across the client ecosystem to support business priorities, scalability, and long-term platform modernization
  • Developing architecture roadmaps and phased migration strategies to evolve a monolithic environment toward a modular, service-oriented, cloud-ready platform
  • Providing architectural oversight and technical guidance across delivery teams, contractors, and client stakeholders to align new initiatives with the broader technology vision
  • Evaluating cloud application, infrastructure, integration, and interoperability requirements and recommending solutions that support performance, security, and maintainability
  • Researching emerging technologies and architectural approaches to identify opportunities to improve system efficiency, resilience, and operational effectiveness

Our flexible delivery models— traditional teams, pools, or pods, are tailored for each client’s needs, offering engineering-led Advise, Implement, & Operate capabilities to accelerate innovation.

Qualifications

Required:

  • 5+ years of experience within the last 10 years as an enterprise architect on projects involving large, complex information technology systems
  • 5+ years of experience within the last 10 years architecting and building high-performance systems and/or enterprise-scale distributed systems on projects involving large, complex information technology systems, including experience supporting human services systems and programs
  • 5+ years of experience within the last 10 years demonstrating technical expertise in at least 5 of the following areas: web and application servers, cloud, customer relationship management (CRM), commercial off-the-shelf software (COTS), service-oriented architecture (SOA), unified modeling language (UML), SharePoint, data architecture, data warehousing, security and identity management, mobile, desktop/client-server, or network solutions
  • Experience supporting state government or public sector information technology modernization programs in health and human services
  • Experience with the client environment, CalWIN, C-IV, or similar county welfare management systems
  • Current Amazon Web Services (AWS) Certified Solutions Architect certification
  • Ability to travel 25%, on average, based on the work you do and the clients and industries/sectors you serve.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred:

  • Bachelor’s or Master’s degree in computer science, information systems, software engineering, or a closely related field
  • Additional cloud certification such as AWS Certified DevOps Engineer, Google Professional Cloud Architect, or Microsoft Azure Solutions Architect Expert
  • Experience with The Open Group Architecture Framework (TOGAF), Zachman, or other enterprise architecture frameworks
  • Experience leading architecture transitions from monolithic to microservices or event-driven architectures
