Work you’ll do
As Deputy Chief of Party, you will be responsible for the successful performance on the respective programs. You will manage the IDIQ and all the Task Orders, will guide and provide oversight for all the program staff members, and will lead delivery of results as outlined in the program's Statement of Work (SOW).
The role will be based in Kyiv, Ukraine for at least 75% of the time. Role includes housing allowance, danger pay, and other international resident allowances as prescribed for U.S. government contractors posted to Kyiv, Ukraine.
- Provide leadership, management and support strategic direction for the program
- Oversee program management, operations, and administration
- Provide management and oversight for all cross-cutting deliverables and reporting
- Provide oversight for implementation of program activities, with responsibility (in collaboration with the Chief Of Party) for the development of high-quality and timely deliverables, management, compliance and reporting
- Work directly with and support the COP on all tasks including liaising with clients, senior government officials and counterparts, the private sector, educational institutions, the donor community, and other programs
- Ensure program’s continuity by possessing the technical, managerial and communication skills to assume all related responsibilities of the COP position on a full-time basis if needed

Qualifications
Required:
- Bachelor's degree
- 10+ years of experience designing, implementing, and managing institutional capacity building, job training and placement, and/or private sector engagement activities in the context of workforce development initiatives
- 5+ years of that experience in program management role, supervising and managing international donor programs
- Written and spoken English fluency required
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future
- Must be able to obtain and maintain the required clearance for this role
- Ability to travel & be based in Kyiv, Ukraine for at least 75% of the time
Preferred
- Ukrainian language skills (fluent)
- Excellent knowledge of written and spoken English
- Knowledge of, and experience with Ukraine and relevant key institutions
- Advanced degree in public policy, political science, economics, business, education, or related field.
- 5+ years of experience managing federally-funded programs
- 5+ years of work experience in Eastern Europe and/or Eurasia
- 1+ years of work experience managing relationships with project stakeholders, government officials, implementation partners, private sector businesses, and education and training institutions and other donor funded workforce development programs.
