Deloitte is seeking a well-qualified Deputy Chief of Party (DCOP) Urban Advisor. This role supports countries to foster healthy, prosperous, and resilient cities for all people and the planet. This role will pursue integrated urban programming and to: (1) advance net-zero systems; (2) increase urban resilience; (3) reduce pollution and waste reduction; (4) improve local governance and equitable services; and (5) mainstream inclusive green jobs.
The Deputy Chief of Party’s major responsibilities are as follows:
- Act as the technical lead of the program and resource on integrated urban development and design of activity scopes; coordinate with partners to field questions from the missions.

- Work closely with the Chief of Party to provide technical oversight and management of project activities, including the development and implementation of the project’s vision, strategy, and technical direction.
- Provide management, oversight, and guidance to Activity Managers and Activity teams as they plan and deliver buy-ins, from initial engagement of stakeholders and translation of technical directives to project activities to periodic evaluation and updates in response to changing conditions and directives.
- Serve as Acting Chief of Party as required when the Chief of Party is on leave.
- Represent at meetings with client, workshops, and other events when appropriate.
Qualifications
Required:
- Master's degree required
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Must be able to obtain and maintain the required clearance for this role.
- Ability to travel up to 25% on average, based on the work you do and the clients and industries/sectors you serve.
Preferred:
- The DCOP will preferably be based in the Washington, DC area to coordinate with the core PLUS management team and client team.
- Has experience supporting cities, municipalities, or other local government actors to advance green agendas spanning mitigation and resilience/adaptation.
- Preferred experience working with International Aide compliance and reporting requirements.
- Ability to be collaborative across projects, maintaining flexibility and creativity.
- Strong communications and interpersonal skills with evidence of ability to productively interact with a wide range and levels of organizations (government, private sector, NGOs, research institutions).
- Demonstrated leadership, versatility, and integrity.
- Degree in public administration, international relations, public policy, political science, urban planning, or a related field.
- Professional written and spoken fluency in English.
