Position Summary

Serves as the Deloitte Government & Public Services (GPS) Small Business Liaison Officer working closely with the GPS Supplier Diversity Leader.  This position will be accountable for the development and execution of comprehensive small and diverse supplier strategies inclusive of compliance and quality assurance.  Works closely with various internal organizations including prime contracts, subcontracts and procurement, and Diversity, Equity, and Inclusion leaders to develop and implement strategic initiatives to achieve program objectives.  Leads a team that serves as the small and diverse supplier subject matter experts for all four GPS Sectors (State Local and Higher Education, Federal Health, Civil Government, and Defense Security and Justice).  Provides subject matter expertise on acquisition regulations statue, policy, regulations, and internal policy and procedures.  Ability to develop an outreach program in support of business objectives that effectively integrates and engages key internal and external and external stakeholders. Acts as the ambassador for GPS small and diverse supplier programming and eminence in the market.

This role works collaboratively across the GPSC organization while also collaborating cross-functionally within the Operational Excellence team and across Deloitte’s Enabling Areas.

Work You Will Do:

  • In concert with the GPS Supplier Diversity Leader develop GPS practice-wide small and diverse supplier strategy that is well integrated with GPS, Firm, and Global business and supplier diversity objectives.
  • In concert with the GPS Supplier Diversity Leader develop operational plans to advance GPS small and diverse teaming goals (sourcing, mentoring, and utilization).
  • Serve as GPS subject matter expert on compliance regulatory matters related to small and diverse suppliers.
  • Provide advisory level support to the development of small and diverse teaming strategies on strategic business opportunities.
  • Research, monitor, and communicate regulatory developments related to small business.
  • Actively participate in and organize internal and external events to promote small and diverse supplier objectives.
  • Establish and track key small and diverse supplier program performance indicators and present progress reports to senior management.
  • Develop and execute training plans to gain and maintain program adoption.
  • Act as the functional expert to develop systems, reporting and tools required for the program’s operation and success.
  • Perform other job-related duties as assigned.




  • 10 years of relevant work experience.
  • Command knowledge of the Federal Acquisition Lifecycle.
  • Bachelor’s Degree.
  • Demonstrated ability to develop strategies to effectively leverage small and diverse suppliers in the public sector market.
  • Ability to implement Small Business Mentor Protégé agreements.
  • Demonstrated ability to effectively implement all requirements established in FAR Part 19.
  • Proficient and experienced with mandatory government eSRS (ISR & SSR) reporting.
  • Demonstrated familiarity with responding to multiple Public Sector solicitation types to meet small and diverse business requirements.
  • Demonstrated public speaking experience.
  • Strong consultative and interpersonal skills.
  • Strategic thinker, creative problem-solver, and decision-maker; ability to find innovative, thoughtful solutions to a range of business problems.
  • Superior time management/organizational skills including an appropriate sense of urgency and proactive.
  • Proficient Microsoft Office skills (e.g., PowerPoint, Excel, OneNote, Word, Teams).
  • Knowledge about the professional services industry.
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Ability to work in a multi-layered matrix organization serving many leaders
  • Must be legally authorized to working in the United States without the need for employer sponsorship, now or at any time in the future. 


  • Experience independently leading group projects with organizational impact.
  • Development and execution of strategies to team with HBCU/MSI in public sector environment.
  • Experience developing strategy and managing Small Business Mentor Protégé Joint Venture relationships.
  • Demonstrated leadership and active engagement in industry (e.g., NMSDC, NCMA, SCORE, Chambers of Commerce, ISM, etc.).
  • Advanced Degree.

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $115,030-$236,215.
