Are you up to the challenge of being a trusted business advisor with an opportunity to influence business strategy and drive growth at one the world’s leading professional services firms?  Deloitte’s Government and Public Services (GPS) team is looking for an exceptional practitioner with knowledge of or experience with the IRS and who have demonstrated successes developing high-scoring, winning responses to complex technology-oriented client requests and formal Requests for Proposals (RFPs). You will be joining our team of diverse professionals in delivering strategic and tactical guidance and in authoring comprehensive proposal responses for the GPS IRS Account. 

Work you’ll do

As a Senior Pursuit Writer, you will:

  • Collaborate with Subject Matter Experts (SMEs), solutions architects, and broad-based proposal development teams
  • Act in a strategic role, from pre-RFP to oral presentation stages, to enhance the likelihood of a win based on requirements and client knowledge
  • Analyze the unique requirements of large-dollar Federal solicitations and prepare an appropriate response strategy
  • Develop proposal artifacts such as outlines, templates, and compliance matrices
  • Brainstorm with the proposal teams to provide experience-based advice with the ability to drive strategy and solutions that result in winning submissions
  • Coordinate with the account team and other teammates to tackle assignments in the most effective and efficient way possible; communicate with teammates in real time to ensure a consistent, streamlined document
  • Manage writing assignments and team members (of various specialties and at various levels of seniority) in accordance to the pursuit schedule to develop responses that meet or exceed the needs of potential client
  • Demonstrate the capacity to bring creativity and original thinking to the framing and structuring of a compliant and compelling proposal content, by incorporating the answers to the client’s true objectives of their RFP/RFI
  • Attend bid strategy meetings and participate in review teams
  • Have direct accountability for authoring, rewriting, and editing compelling and compliant proposal response sections and volumes
  • Lead and author critical proposal sections to enable evaluators to easily assess the breadth and depth of Deloitte’s relevant experience in performing work of the same type, magnitude, and complexity
  • Collaborate with and interview SMEs, writing or revising content to ease understanding of our proposed solutions while developing persuasive responses for client executives and evaluators
  • Provide strategic and tactical advice to senior leadership and client service teams in developing compliant and compelling responses, reinforcing a deep understanding of the solicitation and clients’ needs
  • Ensure response is organized, clear, and concise for ease of evaluation; include use of matrices and exhibits to highlight relevant experience with respect to key areas of the solicitation and evaluation criteria
  • Edit content for grammar, one-voice, words to avoid, in accordance with RFP requirements and Deloitte Quality Assurance standards
  • Employ customized pursuit style guides, acronym lists and glossaries per RFP requirements and firm standards
  • Ensure final content is aligned to overall win themes and capture strategy, and provides a clear and concise value proposition focused on the client’s unique needs and operating environment
  • Debrief teams after proposal submission: Interview team members on successful or unsuccessful strategies and tactics to be shared with account and pursuit teams as requested; Share results to enhance the benefits of successful wins and losses (as lessons learned) to refine and enhance future proposal strategies, training, and content
  • Contribute to the development of Deloitte’s proposal team: make significant contributions to the development and continuous improvement of proposal management processes, tools, and templates; collaborate with all levels and individuals of each proposal team; support positive teambuilding; take and conduct training, as appropriate
  • Continue to refine and improve proposal sections and responses

Qualifications

Required

  • Ten (10) years’ preferred, seven (7) years’ minimum, experience in proposal writing in response to Federal RFPs and analyzing / understanding RFP requirements
  • Knowledge of or experience with <specify IRS or any other agencies in the account? Keep qualification under “required” or moved to “preferred”?>
  • Bachelor’s degree or equivalent, with proven experience with preferred concentration in Business, English, Journalism, Marketing or Communications, or comparable work experience
  • Experience leading teams in discussions or brainstorming approaches for proposal sections/approaches
  • Proven ability to handle multiple, concurrent projects; adjust to shifting priorities, stringent deadlines, last minute requirements, and frequent evening/weekend hours to accomplish tasks within non-negotiable client deadlines
  • Experience analyzing and scoring contractual documents, such as SF forms, SOW/PWS files, CPARS, ISR reports, subcontract agreements, invoices, and client surveys
  • Excellent communicator – both written and oral
  • Experience in public speaking and presentations
  • Proficiency in Microsoft Word, Teams, SharePoint, PowerPoint and Excel
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred:

  • Training in formal capture/proposal methodologies
  • Knowledge and experience in industry-wide best practices in proposal management
  • Knowledge and understanding of Federal, State, and Local government procurement regulations and practices (including FAR and DFAR)
  • Familiarity with SAM and/or FPDS-NG to generate reports and analyze complex project data
  • Familiarity with North American Industry Classification System (NAICS) and Product and Service Code (PSC) data
  • Experience with Point Scoring proposals, including Federal Government Standard Forms (such as SF-33 Award Forms), FPDS-NG Reports, Contractor Performance Assessment Reporting System (CPARS) reports, project invoices, Individual Subcontracting Reports (ISRs), and client POC correspondence and surveys
