The Contingent Staffing Solutions (CSS) Team provides alternative staffing support focused on “future of work” solutions from forecasting to execution across all sectors. We combine Contingent Workforce Services (CWS) support with Independent Contractor capabilities to augment Deloitte’s traditional subcontractor staffing (pre and/or post award).
Purpose of the Position
The Federal Senior Administrator will work directly with Federal client engagement teams to advise on the best procurement strategy and execute the identification, onboarding, and maintenance of contractor resources with a clear and concise understanding of federal procurement rules and regulations.

Work you’ll do
The person filling this role would work directly with the CSS Team members in US and India who currently support all the 3rd party federal contingent procurement/onboarding and maintenance. Immediate responsibilities/expectations after training period would be:
- Articulate the contractor procurement process to stakeholders, including the reasons behind the processes that are in place.
- Set expectations on bill rates, procurement time frame, and possible challenges with the contractor procurement process.
- Make recommendations on the contractor sourcing strategy at the engagement level: addition of new vendors, alternate sourcing methods, etc.
- Conduct forecasting with engagement teams to determine their ongoing needs.
- Conduct discussions with vendors on delivery challenges and make recommendations to vendors and engagements for process improvements.
- Create Project Records and subcontractor resource requests in proprietary vendor management system and broadcast requests to the designated Supply Chain enabling the vendors to respond with qualified candidates
- Analyze supply chain responses by performing risk-factor analysis and pre-screening candidate resumes to match requirement specifications (technical and functional) prior to forwarding to engagements for consideration
- Facilitate and schedule candidate interviews
- Collect/organize documents for required Consent Packages
- Conduct preliminary negotiations with subcontractors, including but not limited to terms and conditions and pricing
- Create work orders in the CWS web portal/update as required
- Facilitate the hiring process of contractors, including rate and other negotiations as needed, generation of legal documents, gathering of all information for systems access/laptop needs
- Advise Engagement teams on use of firm financial system, CostPoint, to enter purchase requisitions (PRs) and create purchase orders (POs) for contractor assignments
- Organize and maintain contract data pertaining to the procurement lifecycle according to the Federal Acquisitions Regulations (FAR) in firm data repository systems, Costpoint, VantagePoint, and OpenText
- Process Costpoint Requisitions
- Review and obtain compliant data from Vendor Portal
- Build FAR compliant procurement files in Microsoft OpenText
- Correspond with internal and external customers in a timely and professional manner
- Operate independently as a procurement professional while maintaining clear and concise communication with all stakeholders and leadership
- Support audit response activities as required
- Other Ad Hoc tasks as identified/required
The successful candidate will possess:
- An effective understanding of emerging information technology (IT) concepts and tools. Must be able to converse with IT professionals (at all levels) regarding IT skill requirements
- Knowledge of the software development lifecycle
- Knowledge of procurement lifecycle
- Strong prioritization skills, including the ability to balance multiple high priority tasks and re-prioritize during a workday
- Demonstrate strong organizational skills and careful attention to detail
- Ability to work successfully in a team environment and make significant contributions toward achieving team goals and objectives
- Excellent written and verbal communication skills
- Strong Quality Assurance skills
Qualifications
Required:
- A minimum of 4 years of relevant professional experience as a contracts/subcontracts administrator
- Bachelor’s degree
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Ability to travel 5-10%, on average, based on the work you do and the clients and industries/sectors you serve.
Preferred:
- Familiar with contractual and regulatory requirements (ie. FAR, DFAR, AIDAR, etc.) to ensure all procurement activity performed is completed in a compliant manner and in accordance with company policies and procedures
- Use of Deltek Costpoint

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $66,200.00-$121,800.00.
You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
