Position Summary

The Procurement Strategy & Business Intelligence (PSBI) team operates within the Government & Public Services (GPS) Contracts team to provide a variety of services to support the growing government practice. The Procurement Compliance Manager sits in the Policy & Compliance team providing expertise on Government procurement regulation, supply chain, and subcontracting..

Work You Will Do:

The Procurement Compliance Manager uses procurement knowledge to support the linkage of compliance and quality assurance to ensure that GPSC operations are carried out in a consistent and compliant manner thereby facilitating business growth. In addition, the Procurement Compliance Manager assists in the development of GPSC body of knowledge related to Public Sector acquisition policy, procedures, and guidance. Works closely with contracts compliance to develop an integrated program of compliance and training activities and, in conjunction with Policy & Compliance leadership, support configuration management of GPSC procedures.

  • Integrates with various GPSC and Engagement team stakeholders to provide support regarding various policy, compliance, and acquisition matters.
  • Responds to information requests from procurement professionals in GPSC and assists in responding to various external stakeholders, including formal audit requests.
  • Collaborates with other enabling areas to address procurement administration and proposal inquiries related to GPSC policies and procedures.
  • Supports quality assurance activities, including development of internal controls testing plans and conducting testing to measure compliance with internal policies and procedures.
  • Supports monitoring and maintenance of policies, procedures, reference materials and tools to ensure resources are current and accurate.
  • Supports gathering, tracking and basic analysis of key data points and compliance metrics to facilitate continuous data-driven compliance process improvement activities.
  • Supports development and delivery of relevant and applicable GPSC training.
  • Supports procurement review such as Contractor Purchasing System Review (CPSR), Supply Chain Risk Management (SCRM), and billing reviews.
  • Performs other job-related duties as assigned.

Qualifications

Required:

  • Bachelor’s degree.
  • Minimum 8 years of relevant professional experience working with Government Contracts
  • Possess and demonstrate an expert level of understanding of the regulations, policies and procedures governing the federal procurement process.
  • Experience with writing and maintaining policies and procedures; maintains an awareness of new and changing regulatory requirements.
  • Demonstrated experience in working with senior leadership within a large company.
  • Works exceptionally well in a dynamic, complex, fast-paced, team-oriented environment.
  • Clear and concise communication skills.
  • Superior time management/organizational skills including an appropriate sense of urgency and proactiveness.
  • Demonstrated proficiency with MS Outlook, Excel, PowerPoint and TEAMs as well as working knowledge of Deltek Costpoint.
  • Strong prioritization skills, including the ability to balance multiple high priority tasks and re-prioritize during a workday.
  • Demonstrate strong organizational skills and careful attention to detail.
  • Ability to work successfully in a team environment and make significant contributions toward achieving team goals and objectives.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred:

  • Strong operational knowledge of FAR, CPSR, and other Government Regulations
  • Advanced reporting or Excel skills
  • Experience with supply chain and category management
  • Experience with other ERP systems such as Oracle, SAP, etc.
  • Member of professional contracts or supply chain management associations

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $93,200 to $155,400 

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
