Manager, Subcontracts Administration – USAID and International Donor Accounts

Job Summary:

The Subcontracts Manager will primarily work with the USAID programs, however may work also on MCC, UN, DOS and other international Donor programs. USAID implements a broad range of the primary program areas, including but not limited to: agriculture and food security, economic growth and trade, democracy, rights and governance, education, climate variability and change, human population and health, social development and gender equality, disaster mitigation and response, reconstruction, environmental and natural resource management, and urban development.

Illustrative Duties and Responsibilities:

  • Supports Deloitte proposal efforts, guides subcontracting strategy and prepares documentation for inclusion in Deloitte proposals in response to Subcontractor pricing, narratives, and consent requirements.
  • Independently conducts reviews of complex subcontract actions in all phases of the subcontract life cycle - develops and implements tactical action plans to address risks and opportunities. Proactively provides support to the proposal, development, review, and negotiation of subcontracts, modifications, subcontractor NDA and teaming agreements consistent with company policies. Ability to provide guidance to internal teams relating to all phases of the subcontract lifecycle is essential.
  • Leads subcontractor pricing strategies. Reviews subcontractor pricing, budget inputs, and negotiates with partners to ensure accuracy, completeness and price reasonableness.
  • Leads subcontractor pricing discussions. Experienced with USAID biodata verification, multiplier negotiations, Local Compensation Plan requirements, and various pricing strategies.
  • Develops skillset and knowledge to serve as a domain expert on selected areas related to federal subcontracts and acquisition-- Serves as the group SME for a selected acquisition/subcontracting topic.
  • Manages individual workload to ensure the timely and compliant accomplishment of project deadlines and completes accurate internal and external client deliverables.
  • Collaborates with other enabling areas to address complex subcontracts administration and proposal challenges.
  • Responsible for compliance and accuracy of the subcontracts administration for assigned portfolio and adherence to company policies, procedures and CPSR Compliance. Compiles and analyzes subcontract related data, enters data in multiple internal databases, and maintains historical information and documentation.
  • Tracks and communicates the keys issues and status of contracts portfolio relative to subcontract requirements. Organizes documentation and filing in accordance with policies and procedures. 
  • Actively shares lessons learned to facilitate knowledge sharing within team and larger organization.
  • Performs other job-related duties as assigned.

Requirements:

  • Bachelor’s Degree
  • Deep knowledge of the Federal Acquisition Regulations, the USAID Federal Acquisition Regulations Supplement (AIDAR), USAID ADS Series, and Standardized Regulations
  • Experience with various subcontracting types – IDIQ, CPFF, T&M, and Fixed Price subcontracts as well as pricing strategies
  • Experience working in an international environment and/or supporting local partners
  • Ability to effectively and persuasively communicate and collaborate with peers, internal leadership, and clients.
  • Ability to perform tasks independently.
  • Limited immigration sponsorship may be available.
  • Excellent organizational, planning, problem solving and analytical skills.
  • All candidates must be willing and able to travel as needed for their clients, however, depending on staffing needs, post positions are in-office-based with limited travel required.
  • Ability to travel up to 25%. While 25% of travel is a requirement of the role, due to COVID-19, non-essential travel has been suspended until further notice.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.

Preferred

  • Advanced Degree
  • Experience with OMB Uniform Guidance (2 CFR 200)
  • Demonstrated ability to work in multi-cultural and multi-lingual settings; overseas experience preferred
  • Experience developing and delivering participatory training on regulations and policies preferred
  • Experience in operating in an approved Contractor Purchasing System Review (CPSR) environment.
