Position Summary

Deloitte Consulting LLP seeks a Manager, Customer & Marketing, Human Services Transformation in Sacramento, CA and various unanticipated Deloitte office locations and client sites nationally. 

 

Work You’ll Do

Managing day to day interactions with project sponsors, senior staff, and clients to discuss project status, issues, escalations, and mitigation actions. Advising on possible implementation for complex and critical system changes that comply with program policy and align with operational procedures with minimal changes in the system. Recommending changes in operational procedures and/or system to improve operational efficiency based on understanding of public assistance programs, current and future state operational procedures of clients. Driving integration effort between system functionality, business processes, training, and data conversion work streams for critical, complex and error prone aspects of integrated eligibility projects. Identifying gaps within workstreams or between workstreams based on project experience and experience with prior Integrated Eligibility Systems (IES). Driving discussions across stakeholders for agreeing on problem statement and possible solutions. Recommending best possible solutions that minimize the effort and risk and is in compliance with requirements and operational procedures. Defining the timelines and track status for changes in work streams to resolve the gap. Planning, managing and delivering system functionality that integrates well with the complex IES and aligns with operational procedures. Managing teams through all phases of project lifecycle from scoping and planning, requirement gathering, designing, developing and testing, including educating team on public assistance program policies, system designs, and interdependencies between modules within system. Reviewing the deliverables for quality and compliance with overall system functionality, operational procedures, and program policies. Driving solutions for complex issues and escalations during different phases of projects. Providing availability/accessibility to team members, including their learning needs and regular feedback, and conducting performance reviews. Organizing and leading pursuit response teams for pursuits related to public assistance programs. Contributing to development of proposal pricing strategies. Performing role of counselor and coach, actively participating in staff recruitment and retention activities and providing leadership and support for delivery teams and staff in local office.

  • 80% travel required nationally.

Requirements 

Master's degree (or foreign equivalent) in Business Administration, any STEM degree, or a related field and three (3) years of related work experience in the job offered or in a related occupation. In the alternative, the employer will accept a Bachelors degree (or foreign equivalent) and five (5) years of progressive related work experience. Must also have three (3) years of related work experience involving each of the following:

  • Working across all phases of the Agile and Waterfall lifecycle for the design, development, testing, and implementation of Web-based application solutions for enterprise-level clients;
  • Analyzing and documenting current-state systems, processes and environments to support project design of future-state/to-be systems, processes and environments;
  • Interfacing directly with client stakeholders to gather functional and technical requirements, analyzing client requirements, and translating requirements into project designs to deliver solutions that satisfy client needs for public assistance programs of Medicaid, SNAP (Supplemental Nutrition Assistance Program), and TANF (Temporary Assistance for Needy Families);
  • Tracking and reporting on project and milestone deliverable status to ensure timely project delivery and communication of updates to internal and external stakeholders using Microsoft (MS) Project;
  • Coordinating the project responsibilities of cross-functional onshore and offshore team members to ensure efficient completion of project tasks;
  • Using Team Foundation Server (TFS) to support and perform System Integration Testing (SIT) and User Acceptance Testing (UAT) to ensure successful design and implementation of project solutions;
  • Supporting business development activities, including proposal development and responses to Requests for Proposals (RFPs).
  • 80% travel required nationally.
