The GPS Enabling Areas team provides specialized support such as proposal pricing to Deloitte’s internal business units by developing new products and services to sustain competitive advantage, while consistently improving our existing collection of systems, processes, and functions. 

 Work you’ll do 

  • Provide support to Deloitte’s portfolio of product and product based solution Enterprise Contract Vehicles (ECV) as a part of the Deloitte Government and Public Services sector.
  • Manage activities related to complex contractual matters associated with the pre and post award management of ECV (Federal, state, and local municipalities) vehicles. Examples of the ECV contracts include the GSA Schedules and State, Local, Higher Education (SLHE) such as NASPO ValuePoint.
  • Provide advice that shapes win strategies to enable Deloitte to secure positions on ECVs.
  • Interface with internal and external clients, perform contract negotiations and ensure completion of various contract projects.
  • Perform detailed reviews and provide analysis of matters related to the sale and resale of products/software solutions on ECV contracts and communicates results to inform proposal strategy and development. Individuals in this role will have the ability interface strategically with client representatives responsible for both developing policies related to ECV vehicles and their administration regarding sale and resale of products/software.
  • Actively participate in the development and implementation of compliance processes related to the sale of products/software under an ECV contract.
  • Manage ECV portfolio compliance program and train account team and assigned staff to ensure contracts administration is conducted in an efficient and compliant manner. 
  • Assist in proposal development processes, including planning, organizing, scheduling, ensuring compliance, writing, preparing, and communicating status reports, critiquing and making improvement recommendations, coordinating and assisting in proposal production, and all related tasks necessary.
  • Develop proposal to add and maintain add products/software to assigned GSA MAS and SLHE contract vehicles.
  • Oversee registration on state and municipal bidders list.
  • Monitor assigned portfolio to identify compliance risk areas and opportunities.
  • Perform other job-related duties as assigned.

Qualifications Required:

  • Bachelor’s Degree.
  • 5 to 10 years of experience contract administration and or management.
  • Previous experience supporting proposals to obtain a GSA MAS contract.
  • Experience administering and meeting ongoing requirements of a GSA MAS contract to include an understanding of the solicitation requirements applicable to the sale and resale of product/software solutions.
  • Experience providing contractual support for the direct selling and reselling of products/software utilizing GSA MAS.
  • Demonstrated proficiency with MS Outlook, Excel and PowerPoint.
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Experience working in a fast-paced, deliverable centric team environment.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • All candidates must be willing and able to travel as needed for their clients, however, depending on staffing needs, post positions are in-office-based with limited travel required. Ability to travel up to 5%. While 5% of travel is a requirement of the role, due to COVID-19, non-essential travel has been suspended until further notice.


  • Demonstrated experience with the development, submission, and negotiation of product related Governmentwide contract vehicles
  • Understanding of the proposal life cycle as well as contract types, including fixed-price, cost and T&M/FPLH. Pricing experience with GSA Schedules, BPA/IDIQs, Commercial and State & Local.
  • Understanding of solicitation requirements and evaluation criteria.
  • Possesses a working knowledge of the Federal Acquisition Regulation (FAR) and General Services Administration Acquisition Regulation (GSAR).

The ideal candidate will have solid Federal Government Contracting skills, is innovative and creative when preparing proposal responses, and able to work both independently while assisting other team members. The candidate should also have excellent communication skills - specifically, the ability to effectively communicate and demonstrate procurement concepts to others who may not have a solid grasp of Federal Contracting.
