The GPS Enabling Areas team provides specialized support such as proposal pricing to Deloitte’s internal business units by developing new products and services to sustain competitive advantage, while consistently improving our existing collection of systems, processes, and functions.

Work you’ll do

As a Subcontracts Manager on our team, you will report to the Subcontracts Team Lead in support of new and existing business opportunities within the Defense, Security & Justice Practice. The role of Subcontracts Manager will need to be able to work with minimal supervision in the execution of the following key responsibilities:

  • Provide support to the development, review, and negotiation of subcontracts, modifications, NDAs and TAs consistently with company policies.
  • Identify risk factors in prime solicitation, Subcontractor proposal, Representations and Certifications submitted, Cost and Price Analysis findings, and Subcontractor Statement of Work.
  • Assist in the development and execution of negotiation strategies, guide subcontracting strategy and prepare documentation for inclusion in proposals.
  • Inform leadership of concerns and provide recommendations on risk mitigating strategies.
  • Act as an advisor to business leaders on procurement matters in assigned portfolio.
  • Ensure the timely reporting of subcontract data entry into various systems and monitor data updates.
  • Resolve discrepancies related to subcontract documents and ensure data quality and accuracy.
  • Develop and implement process improvement strategies and provide training to the account team as well as other Federal Contracts Division (FCD) professionals.
  • Review, recommend, and manage the preparation of various types of subcontracts.
  • Review procurement file documentation and ensure compliance with regulations.
  • Review subcontractor pricing, budget inputs, and negotiates with partners to ensure accuracy, completeness, and price reasonableness.



  • Minimum 5 years in relevant work experience.
  • Command Knowledge of the Federal Acquisition Lifecycle and Federal Acquisition Regulations (FAR).
  • Ability to effectively communicate and collaborate with peers, internal leadership, and clients.
  • Undergraduate degree, preferably in Accounting, Finance, or Business.
  • Excellent organizational, planning, problem solving and analytical skills.
  • Ability to provide guidance to internal teams relating to all phases of the subcontract lifecycle is essential.
  • Demonstrated ability of the contract’s life cycle as well as contract types, including fixed-price, cost and T&M/FPLH. Contracts experience with GSA Schedules, BPA/IDIQs, Teaming Agreements.
  • Exceptional attention to detail and adherence to project deadlines and solicitation requirements.
  • Experience working in a fast-paced, deliverable centric team environment.
  • Excellent spoken, written communication, interpersonal, and relationship building skills.

  • Possess a deep knowledge of commercial domestic contracting principles and demonstrate expert proficiency in managing all aspects of the contracts management and administration functions across multiple business units.
  • Understanding of solicitation review and pricing requirements and evaluation criteria.
  • Identification of Federal Acquisition Regulations, Department of Defense regulatory supplements and the ability to explain their relevancy to bids and pricing in general.
  • Previous experience in supporting FAR based professional service contracting environment.

The ideal candidate will have solid Federal Contracting skills, is innovative and creative when offering strategic contract guidance, and able to work both independently while assisting other team members. The candidate should also have excellent communication skills - specifically, the ability to effectively communicate, collaborate and demonstrate complicated contract and procurement concepts to others who may not have a solid grasp of the contracts arena.
