Position Summary

Purpose of the Position

  • Contingent Workforce Services (CWS) is a unit in the GPS Contingent Staffing Solutions (CSS) group. The Category Manager works with Deloitte engagement Offering Portfolio leadership, drives initiatives, advises the business. Responsible for driving vendor, contracting, and procurement consistency for the offering.


  • 4-year degree or equivalent experience
  • 8+ years’ experience in account management in the contingent workforce industry
  • Possesses a deep knowledge of Federal Acquisition Regulations and ability to act as a business advisor to account teams on all facets of Federal contract administration activities.
  • Demonstrate ability to handle complex/strategic high value sub contractual matters that have a direct impact on Firm revenue generation and retention.
  • Ability to engage in strategic talent leadership conversations with market knowledge, trends, intelligence, and existing knowledge surrounding 3rd Party Vendor (base).
  • Knowledge of how to manage through the contingent risk across different types of CW Solutions – 3rd Party Vendors, 1099 and SOW based providers
  • Ability to demonstrate and understanding of information technology concepts and tools including:
    • A strong understanding of emerging IT concepts and tools. Must be able to converse with IT professionals (at all levels) regarding IT skill requirements
    • Advanced knowledge of the software development lifecycle
  • Strong understanding of both the consulting industry and the contract resource procurement process (i.e. knowledge of contracts and contractual language; knowledge of US human resource laws, policies and practices; general knowledge of visa processing)
  • Demonstrated experience in working with senior leadership within a large company
  • Demonstrated experience managing a team of 8+ individuals
  • Strong prioritization skills, including the ability to balance multiple high priority tasks and re-prioritize as needed during the course of a workday. Strong organizational skills and careful attention to detail
  • Ability to work successfully in a team environment and make a significant contribution toward achieving team goals and objectives
  • Excellent written and verbal communication skills
  • Working manager mentality, must be able to step in and assist with procurement tasks as required by team.

Procurement Strategy

  • Work with Offering Portfolio & Sector Leadership to identify strategic staffing needs at the Offering/Sector level.
  • Drive and intersect FTE Order Board conversations to be inclusive of contingent talent. 
  • Collaborate with Talent leaders and RM’s to enhance user experience to drive ‘order board’ demand and needs
  • Develop custom strategic plans in order to meet practice staffing needs and establish key metrics for success.
  • Identify top skills/demand for bulk buys; focus on larger volume demand strategy vs one-off needs
  • Participate in pursuit activities related to vendor teaming/key resources
  • Responsible for compliance and accuracy of the subcontracts administration for assigned portfolio. Reviews Federal solicitations and provides support for Subcontractor Requests for Proposals. Prepares documentation for inclusion in Deloitte proposals in response to Subcontractor pricing, narratives, and consent requirements.
  • Collaborate with Supply Chain & Business Intelligence teams on Vendor identification/subcontract negotiations/management
  • Develop staffing plans and identify vendors best suited for the plan.
    • Monitor plan performance to ensure success.
    • Provide key metrics to OP leadership on plan performance.
  • Identify areas of continuous improvement and implement efficiencies.
  • Manage team of Lead admins, Senior admins, & Admins responsible for the procure to pay process of contingent labor resources
    • Translate sourcing needs to CWS procurement team
    • Assist in routing volume sourcing requests 
  • Monitor procurement processes for efficiency
  • Identify areas for improvement: e. procure to onboard timeframe

On-going OP/relationship building

  • Attend/seat at the table of all OP talent/staffing-planning calls
  • Reporting of vendor/contractor stats to OPs on a quarterly basis
  • Escalation point of contact for issues/questions within the offering
  • Provide monthly (or more frequently as needed) updates to CSS leadership on Offering activities

Contribute to CWS Growth

  • Share lessons learned with other CWS Team members
  • Collaborate with the team on ways to improve the services provided by CWS
  • Provide growth opportunities to Lead, Senior, and Admin level contracts administrators
  • Successfully complete Deloitte offered courses on providing feedback
    • Provide clear, immediate feedback to team members – both positive and developmental
    • Document all feedback provided (positive/developmental) in an email with copies to the team member’s coach/team lead and the CSS Leadership

Career Growth

  • Build knowledge and eminence in order to drive CSS exposure with Deloitte Leadership
  • Areas of focus can include: C level leadership, Offering Portfolio, Industry, Function, other member firms, etc

The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets; experience and training; licensure and certifications; and other business and organizational needs. The disclosed range estimate has not been adjusted for the applicable geographic differential associated with the location at which the position may be filled. At Deloitte, it is not typical for an individual to be hired at or near the top of the range for their role and compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range is $86425 to $159165.

You may also be eligible to participate in a discretionary annual incentive program, subject to the rules governing the program, whereby an award, if any, depends on various factors, including, without limitation, individual and organizational performance.
