Position Summary

Deloitte is seeking a top-performing professional services and Purchasing Manager to support Deloitte’s Government and Public Services Practice (GPS).

Work You'll Do:

As a GPS Purchasing Manager on our team, you will report to the PSBI Procurement Lead Senior Manager within the GPS Contracts & Procurement organization. You will manage and execute various activities related to procurement of software, hardware and other commodities as needed for the Government & Public Services (GPS) practice. Your responsibilities include: 

  • Oversee critical and complex competitive bidding process, conduct routine analyses, including price/cost analysis and ensuring that all transactions are compliant with CPSR, FAR and DFARS guidelines, and applicable laws and regulations.
  • Use proven sourcing strategies to support the business client's requirements for all software, hardware and other commodities as needed. 
  • Provide proposal support to the GPS Deloitte Proposal Teams as needed for software, hardware and other commodities to include advising in the development of the bill of materials.
  • Interact professionally, using highly developed interpersonal, oral and written communication skills, with an emphasis on Customer oriented services
  • Develop processes to improve supplier performance and assists in development and implementation of strategic solutions.
  • Responsible for providing guidance to procurement professional/buyer within the GPS purchasing team.
  • Identify and resolve contractual issues while collaborating with internal and external stakeholders.
  • Monitor supply markets in key categories. Understand supplier diversity program and monitor latest trends in industry associations and diverse supplier community. Receive field inquiries from suppliers and connects them with appropriate internal stakeholders. 
  • Review buyer files for compliance based on their DOA.
  • Negotiate IT agreements as needed within the GPS procurement space. 
  • Ability to mentor procurement professional/buyer to include consistent check in sessions and quarterly performance reviews.
  • Perform other job-related duties as assigned.

Qualifications Required:

  • Minimum of 6-8 years of government contract buying of software and hardware.
  • Bachelor’s Degree.
  • Demonstrated proficiency with Microsoft Office Suite (Outlook, Word, Excel, PowerPoint, Teams, etc.).
  • Proficient in Costpoint, Coupa and SAP skills.
  • Proficient negotiation and presentation skills
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Ability to work in a multi-layered matrix organization serving many leaders.
  • Must be legally authorized to working in the United States without the need for employer sponsorship, now or at any time in the future.
