Position Summary

Deloitte is seeking a top-performing professional services and Lead Contracts Administrator to support Deloitte’s Government and Public Services Practice (GPS).

What You'll Do:

The Contracts team is responsible for contract administration support throughout the entire contract lifecycle, from pre-proposal development through contract award to closeout. As a Lead Administrator you will:

  • Collaborate and build working relationships with Account Leadership and other enabling areas to address procedural and complex contracts administration and proposal challenges.
  • Master the assigned portfolio, serving as the primary contractual point of contact for the assigned Account Team.
  • Support responses to Requests for Information (RFI), to include preparing contractual content for RFI responses.
  • Prepare, redline, negotiate, and finalize NDAs and TAs consistent with company policies.
  • Support Request for Proposals/Quotes (RFP/Q), to include reviewing the RFP/Q, providing guidance to the business on the FAR, DFAR, or other clause impacts, identifying any contractual risks, and writing questions to clarify those risks. Complete Representations and Certifications, and craft contractual risk mitigation language/assumptions for inclusion into the proposal.
  • Review Proposals for compliance with Solicitation Instructions.
  • Inform leadership of any contractual concerns in the proposal and provide recommendations for revisions.
  • Serve as point of contact with the Customer (Federal, State, Local) Contracting Officer / Subcontract Administrator to discuss and resolve proposal and/or contract questions.
  • Review, redline, and negotiate contracts, subcontracts, and modifications, consistent with company policies.
  • Research contract regulations, terms, and conditions, in particular the Federal Acquisition Regulations (FAR) or similar State or Local Regulations or policy to provide compliant guidance to the business team.
  • Responsible for compliance and accuracy of the contracts within assigned portfolio. Ensure the timely reporting of contract data entry into various systems, monitor data updates, resolve discrepancies related to contract documents, and ensure data quality and accuracy.
  • Develop and implement process improvement strategies and provide training to account team as well as other GPSC professionals.
  • Perform other job-related duties as assigned.

Qualifications Required:

  • Minimum of three years of relevant work experience
  • Bachelor’s degree in a relevant business or technical domain or commensurate work experience
  • Familiarity with the Federal, State, or Local Acquisition Lifecycle
  • Demonstrated experience in managing multiple contract types (e.g. FFP/LOE, T&M, FFP, potentially CPFF, CPIF, CPAF) and solicitation types (e.g. FAR Parts 8, 15, and 16)
  • Demonstrated Proficiency with MS Outlook, Excel, and PowerPoint
  • Previous experience supporting Federal clients with contingent staffing needs
  • Previous experience supporting the Federal clients aligned with the team of assignment (i.e.: Civilian, Federal Health, DoS, other)
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Demonstrated ability to work effectively and collaboratively with teams in a demanding executive level work environment
  • Working knowledge of Federal (FAR), State, or Local Contracting regulations or policies, depending on account Contracting regulations
  • Experience working with either Federal government procurements, to include GSA Schedules, GWACS, and MA IDIQ procurements, or State and Local government procurements.
  • Excellent spoken, written communication, interpersonal, and relationship building skills.
  • Ability to work in a multi-layered matrix organization serving many leaders.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Ability to travel 15%, on average, based on the work you do and the clients and industries/sectors you serve 

Preferred:

  • Advanced Degree and/or master’s Certificate (NCMA: CFCM, CCCM, or CPCM)
