Work you’ll do - The Consulting Policy Analyst works directly with the Program Manager and serves as the Contractor’s consultant to review and analyze new and proposed Federal and State policies and regulation to provide guidance and recommendations on the potential impact to the Agency and to the WES.
As a Project Delivery Manager I in the Technology group you will:
- Developing PowerPoint presentations of our (project) interpretation of policy and/or business changes that the client seeks in the system, keeping in mind that such changes are often ill-defined or “work-in-progress” by the client; in this regard we often find ourselves guiding the client in developing the fine-grained details of changes
- Documenting requirements of changes in structured Word documents, conveying policy and business requirements in terms that can be appropriately interpreted into code by developers by means of the Use Case methodology
- Analysis: understanding and interpreting why the system behaves the way it does in certain situations as driven by the data entered into the system and the rules encoded in the system; this requires an in-depth knowledge of the system which we appreciate can take a considerable time to master, but requires a dedicated willingness to explore the data and the rules of the system
- Development of training materials to assist the client workers in navigating new features and functionality introduced into the system, and sometimes new training material for existing features and functionality where we see high rates of errors or difficulties by the workers; note: recently we have moved to using Captivate to develop training materials
- Rudimentary testing duties, including entering test cases and working through test scenarios in the test environment of the system, to mimic the possible actions of actual workers (this is also the ideal platform for learning the system)
- Occasional Help Desk duties; this is not a core part of the job, but we have a small Help Desk and in rare instances we need other members of the team to step in and answer phone calls from workers

Some areas that we focus on include Children Services, Eligibility & Enrollment, Child Support Enforcement, and Labor & Workforce Development.
Qualifications
Required:
- At least ten (10) years of experience in analyzing health care policy regulations and reporting on potential impacts and providing recommendations.
- At least three (3) years of experience in performing similar services on complex systems-based modern technology or operational systems.
- Detailed knowledge of HIPAA regulations and requirements.
- Bachelor’s degree from an accredited college or university.
Preferred Qualifications:
- Demonstrated broad knowledge of corporate policies and processes, an understanding of general business management principles and practices, and financial management.
- Demonstrated experience and knowledge of industry standard and best practices regarding large-scale and enterprise-level projects.
- Extensive knowledge of health care administration, including Medicaid and CHIP eligibility and enrollment processes.
- Specific practical experience in the submitted area of expertise.
- Extensive experience in technical writing.
- No onsite requirements are necessary, but the Consulting Policy Analyst shall be available onsite, if requested by the Agency.
