Work you’ll do 

In this role you will support a continuity of operations (COOP) and continuity of government (COG) focused exercise team with all phases of the exercise planning cycle including design, development, conduct, and post-exercise reporting for operations-based exercises in accordance with HSEEP methodology.

Key responsibilities may include:

  • Applying HSEEP principles to design, develop, and deliver exercises that may range from tabletops to functional exercises.
  • Supporting various aspects of exercise planning, including logistics, scheduling, and participant coordination.
  • Participating in all appropriate planning meetings, taking detailed notes, and providing briefings to government staff on outcomes of meetings.
  • Supporting the development of a wide range of exercise materials and documentation such as Situation Manuals (SitMan), Exercise Plans (ExPlan), Exercise Evaluation Guides (EEG), and Master Scenario Events Lists (MSEL).
  • Collaborating with cross-functional teams and stakeholders to develop exercise objectives, design storylines, and identify simulation needs.
  • Participating in post-exercise evaluations and hot wash discussions and incorporate feedback into after-action reports and improvement plans.
  • Supporting the development of exercise toolkits and resources for use by State, Local, Tribal, and Territorial government (SLTT) stakeholders.

Qualifications 

Required:

  • Bachelor’s degree required.
  • Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
  • Active Top Secret Clearance with SCI eligibility security clearance required.  
  • Must be located in the Washington DC area and willing to come onsite in the Washington DC area. 
  • HSEEP certification
  • 3+ years of experience with the Exercise Planning Cycle
  • 3+ years of experience in exercise planning and execution through application Homeland Security Exercise and Evaluation Program (HSEEP) methodology
  • 3+ years of experience with emergency management, continuity policy and planning concepts

Preferred: 

  • Level I Professional Continuity Practitioner certification strongly preferred
